1. You will have to have admin rights for the PC.

1. According to Andy Carruthers, there are no license implications for installing SQL Server 2008.
1. The way to install the client tools is not altogether clear. (At least to me.)  You have to start installing the server and then untick all the server options and just keep the client options ticked.
